Uruguayans head to market for first project

Uruguay's Gas Sayago launched pre-qualification Thursday to build and operate the country's maiden import terminal.

The joint venture of state-controlled energy outfits Ancap and UTE opened the bidding at an event held to give suitors first crack at buying bidding documentation. The long-awaited tender calls for a floating import facility at Punta Sagayo in the port of Montevideo, Uruguay's capital.

The offshore project contemplates either a floating storage and regasification unit or a combination of an offshore regasification platform with a floating storage unit. As expected, Gas Sayago is seeking an initial 10 million cubic metres per day terminal expandable to 15 MMcmd. The successfulbidder will win a build, own, operate, transfer (BOOT) contract lasting 15 years after start-up.

Proposals are due 1 October. Absent in the process is Argentina, which is eventually expected to be a key market for the terminal's send-out.
